For the second time in three years, Congressman Gerry Connolly (D-VA) has been selected to receive the Fed 100 Award for his advocacy on behalf of the federal workforce, his bipartisan efforts to promote information technology reform and cybersecurity improvements, and his expertise in government acquisition and procurement issues. Connolly is the only Member of Congress among the 100 award recipients from government and the private sector who will receive the Fed 100 award at a March 26 ceremony in Washington. Connolly, Ranking Member of the House Oversight and Government Reform Committee’s Subcommittee on Government Operations, has sponsored several key bills to strengthen cybersecurity programs and reform the way the federal government’s purchasing process to improve efficiency and cost savings. Last December, Congress passed and the President signed into law the Federal Information Technology Acquisition Reform Act (FITARA), bipartisan legislation co-authored by Connolly. The Issa-Connolly FITARA was the first major reform of the laws governing federal IT management since enactment of the seminal Clinger-Cohen Act of 1996. FITARA fundamentally reforms the procurement management process the federal government uses to purchase more than $80 billion in information technology products and services annually with the goal of improving performance and reducing costs. When he received the first Fed 100 award in March 2013, Connolly was recognized as the “Fed’s Champion” for “championing the causes of federal pay and benefits.” Connolly was also singled out as “one of the few lawmakers on Capitol Hill who cares about government acquisition and procurement issues.” Connolly’s efforts to promote bipartisanship in a divided Congress were also cited by the sponsors: “In an era of partisanship and rancor, he has been willing to reach across the aisle to work on new legislation.” The 2015 award will be presented to Connolly by FCW magazine, a publication about federal technology policy and business, headquartered in Northern Virginia’s technology corridor, at a March 26 event.
