Connolly Introduces Bipartisan Legislation to Reauthorize the Technology Modernization Fund

Today, Congressman Gerald E. Connolly (D-VA), the Ranking Member of the House Committee on Oversight and Government Reform, and Congresswoman Nancy Mace (R-SC), the Chairwoman of the Subcommittee on Cybersecurity, Information Technology, and Government Innovation, reintroduced the Modernizing Government Technology (MGT) Reform Act, bipartisan legislation to reauthorize and reform the Technology Modernization Fund (TMF) and the Technology Modernization Board (TMB). The Members previously introduced the legislation in the 118th Congress. It passed the House in May 2024.

“This reauthorization bill is a welcome show of support for the Technology Modernization Fund and the critical goal that drove its creation – bringing federal IT into the 21st century,” said Ranking Member Connolly. “Modernization will not be achieved by blindly taking a chainsaw to the federal government or by starving agencies of the resources they need to retire legacy systems and upgrade their technology. It requires a serious, stable, and deliberate approach. That is exactly what the TMF provides.”

Connolly was an original cosponsor of the Modernizing Government Technology Act, which established the TMF and its governing board, the TMB, as part of the FY2018 National Defense Authorization Act.

Prior to the creation of the TMF, agencies were forced to rely solely on the annual appropriations process for funding to replace and upgrade aging IT systems, often leaving them unable to adequately plan and budget for IT improvements. The TMF allows agencies to kick-start IT modernization efforts, including cybersecurity enhancements and the replacement of legacy systems, by offering IT funding that can be repaid over time using savings realized by modernization projects. The MGT Reform Act reauthorizes the TMF, ensures the TMF adheres to original congressional intent, and facilitates the sustainability and solvency of the TMF.
