Congressional Taiwan Caucus Co-Chairs Statement on Taiwan’s Exclusion from the International Civil Aviation Organization Assembly

Representatives Gerry Connolly (D-VA), Steve Chabot (R-OH), Albio Sires (D-NJ), and Mario Diaz-Balart (R-FL), the co-chairs of the Congressional Taiwan Caucus, released the following statement in support of Taiwan’s inclusion in the 41st assembly of the International Civil Aviation Organization (ICAO).

As co-chairs of the Congressional Taiwan Caucus, we are deeply concerned that Taiwan was once again excluded from the 41st assembly of the International Civil Aviation Organization (ICAO). Negligently, Taiwan has not been invited to ICAO meetings since 2013.

The People's Republic of China (PRC)’s bullying campaign in the region, which has included military exercises around Taiwan, poses a direct threat to aviation safety in contravention of ICAO regulations. Taiwan’s Taipei airport is one of the region’s busiest and most important airports as it serves as an international hub within Asia. For these reasons, it is imperative that Taiwan be included in ICAO meetings and have the opportunity to share and gather information directly from the ICAO without having to rely on intermediaries or other indirect sources for this essential information.

Taiwan has earned a seat at the table by displaying responsible stewardship in safeguarding global health, promoting regional security, and adhering to international norms and customs with regard to aviation safety. Taiwan must be included in future meetings of the ICAO assembly.
